POSITION OVERVIEW

We are seeking an experienced and detail-oriented Billing Engineer to manage the full billing and invoicing cycle for large-scale retail commercial, residential and mixed-use projects across the Kingdom of Saudi Arabia. The successful candidate will be responsible for preparing, verifying, and processing invoices, managing subcontractor and supplier accounts, and ensuring accurate financial documentation in line with project contracts and company standards.



KEY RESPONSIBILITIES

·        Prepare, review, and process interim and final billing/invoices for the main contract, subcontractors, suppliers, and vendors in accordance with contract terms and conditions.

·        Verify quantities, rates, and measurements against approved BOQs, contracts, and site progress records prior to certifying payments.

·        Coordinate with subcontractors, suppliers, and vendors to resolve billing discrepancies, variations, and payment queries in a timely manner.

·        Prepare and maintain accurate records of running account (RA) bills, variation claims, escalation claims, and final bills.

·        Liaise closely with the Quantity Surveying, Procurement, and Finance departments to ensure billing accuracy and consistency across project accounts.

·        Track and reconcile subcontractor and supplier accounts, including advances, retentions, deductions, and outstanding balances.

·        Prepare monthly billing statements, payment certificates, and supporting documentation for client and internal approvals.

·        Monitor cash flow related to billing and support the preparation of financial forecasts and reports.

·        Ensure timely submission of invoices and follow up on outstanding payments and certifications.

·        Maintain proper filing and version control of all billing documents, contracts, and correspondence for audit and reference purposes.

·        Ensure compliance with contract terms, company policies, and applicable Saudi regulations in all billing activities.

·        Participate in coordination meetings with project teams, consultants, and finance personnel regarding billing status and issues.

·        Prepare Monthly reports showing Budget vs incurred cost, committed vs actual cost and detailed costing reports.



Skills

QUALIFICATIONS & REQUIREMENTS

Education:

·        Bachelor's degree in Civil Engineering is preferred; Electrical or Architectural Engineering degrees are also acceptable.

·        Relevant certifications (e.g., Quantity Surveying, Contract Management, or Billing/Costing certifications) are a plus.


Experience:

·        Overall experience of 10 years with at least 5 years of continuous experience as a Billing Engineer or in a similar billing/QS role within the construction industry.

·        Proven construction-related background with experience on large-scale retail commercial, residential and mixed-use projects.

·        Strong track record in managing subcontractor, supplier, and vendor invoicing and account reconciliation.


Language Requirements:

·        Proficiency in English and Arabic is mandatory.

·        Strong written communication skills are essential for coordination with project teams and consultants.

Technical Skills:

·        Strong knowledge of billing procedures, BOQs, contract documents, and measurement/valuation methods.

·        Proficiency in Microsoft Excel and Word for billing statements, schedules, and reports.

·        Familiarity with ERP/accounting systems used for invoicing and payment tracking (e.g., SAP, Oracle, or similar).

·        Ability to read and interpret contracts, drawings, and specifications relevant to billing and valuation.

·        Knowledge of Saudi construction industry billing practices and regulatory requirements.
