Job Purpose

The Procurement Specialist is responsible for sourcing and purchasing materials, equipment, and services required for real estate development and construction projects. The role ensures competitive pricing, timely delivery, quality compliance, and adherence to approved budgets and procurement policies.


Key Responsibilities

  • Implement procurement activities for real estate development, construction, and property operations.
  • Review purchase requisitions, technical specifications, bills of quantities, and project requirements.
  • Identify, evaluate, and prequalify suppliers, contractors, consultants, and service providers.
  • Prepare and issue requests for quotations (RFQs), requests for proposals (RFPs), and tender documents.
  • Analyze technical and commercial proposals and prepare bid-comparison reports.
  • Negotiate prices, payment terms, delivery schedules, warranties, and contractual conditions.
  • Prepare purchase orders, service agreements, and procurement documentation.
  • Coordinate with project management, engineering, finance, legal, and site teams.
  • Ensure materials and services are delivered according to project schedules and approved specifications.
  • Monitor supplier and contractor performance regarding quality, cost, delivery, and compliance.
  • Maintain an updated supplier database, procurement records, contracts, and price lists.
  • Track procurement budgets and identify cost-saving opportunities without compromising quality.
  • Support contract administration, variations, claims, renewals, and supplier disputes.
  • Ensure compliance with company policies, approved authority matrices, and applicable regulations.
  • Prepare regular procurement reports covering purchase orders, savings, pending deliveries, and supplier performance.

Skills

Qualifications and Experience

  • Bachelor’s degree in Supply Chain Management, Business Administration, Engineering, or a related field.
  • Minimum of 3–5 years of procurement experience, preferably within real estate development, construction, or property management.
  • Experience procuring construction materials, finishing items, MEP equipment, professional services, and facility-management services.
  • Good understanding of tendering, vendor management, commercial evaluation, and contract terms.
  • Familiarity with bills of quantities, technical specifications, and construction project requirements.
  • Proficiency in ERP systems, Microsoft Excel, and procurement reporting tools.
  • Professional certification such as CIPS, CPSM, or CSCP is an advantage.
  • Strong negotiation, analytical, communication, and organizational skills.
