الوصف الوظيفي:
تبحث Parsons عن مخطط جنائي أول عالي التحليل وذو خبرة لدعم فرق تسليم المشروعات الكبرى في منطقة تبوك، المملكة العربية السعودية. في هذا الدور، ستكون الخبير المختص المسؤول عن تحليل جداول المشاريع المعقدة، والتحقيق في التأخيرات، وتقييم طلبات تمديد الوقت (EOT). بالعمل على بعض من أكبر مبادرات البنية التحتية والتطوير الحضري في العالم، ست提供 تشخيصات جداول حاسمة ودعم حل النزاعات لحماية الجداول الزمنية للمشروعات والمصالح التجارية.
ما الذي ستقوم به

تحليل التأخيرات: إجراء تحليل تفصيلي للتأخيرات الجنائية على جداول المشاريع المعقدة باستخدام مناهج صناعية معيارية (مثل تحليل أثر الوقت، المقارنة بين ما كان مخططاً وما تم بناؤه، تحليل النوافذ).

تقييم المطالبات: مراجعة نقدية وتقييم وتوثيق أو الدفاع ضد مطالبات تمديد الوقت والتعطيل المقدمة من المقاولين والاستشاريين.

التقارير الخبيرة: إعداد تقارير جداول الأدلة الجنائية واضحة وموجزة وقانونية وقوية، ومذكرات موقف وعروض تقديمية للإدارة العليا وقيادة العميل.

التخفيف من المخاطر: رصد جداول المشروع باستمرار لتحديد المخاطر الكامنة وتحولات المسار الحرجي ومناطق النزاع المحتملة، وتقديم المشورة لفِرَق المشروع حول استراتيجيات التخفيف.

دعم حل النزاعات: مساعدة الفرق التجارية والقانونية في عمليات إنهاء العقد، والوساطة، أو إجراءات التحكيم فيما يتعلق بتأثيرات الجداول الزمنية.
المهارات المطلوبة التي ستجلبها

الخبرة: خبرة مدفوعة لمدة لا تقل عن 15 عامًا في مراقبة المشاريع والتخطيط والجدولة، مع ما لا يقل عن 4 5 سنوات مكرسة تحديداً للتخطيط الجنائي

التعليم: درجة البكالوريوس في الهندسة، إدارة الإنشاءات، قياس الكميات، أو تخصص ذو صلة.
المهارات المرغوبة التي ستجلبها

الكفاءة البرمجية: مستوى متقدم، إتقان عملي لبرقمايفايف Primavera P6 وبرامج تحليل التأخيرات المتخصصة (مثل Acumen Fuse).

الشهادات: شهادات مهنية في المطالبات أو التخطيط (مثل PSP، CFCC، EVP، أو عضوية RICS) تعتبر ميزة كبيرة.

Roles & Responsibilities
Job Description:
Parsons is seeking a highly analytical and experienced Senior Forensic Planner to support our mega-project delivery teams in the Tabuk region, Saudi Arabia. In this role, you will be the subject matter expert responsible for analyzing complex project schedules, investigating delays, and evaluating Extension of Time (EOT) claims. Working on some of the world's largest infrastructure and urban development initiatives, you will provide critical schedule diagnostics and dispute resolution support to safeguard project timelines and commercial interests.
What You ll Be Doing

Delay Analysis: Perform detailed forensic delay analysis on complex project schedules using industry-standard methodologies (e.g., Time Impact Analysis, As-Planned vs. As-Built, Windows Analysis).

Claims Evaluation: Critically review, assess, and substantiate or defend against EOT and disruption claims submitted by contractors and consultants.

Expert Reporting: Prepare clear, concise, and legally robust forensic schedule reports, position papers, and presentations for senior management and client leadership.

Risk Mitigation: Continuously monitor project schedules to identify latent risks, critical path shifts, and potential dispute areas, advising project teams on mitigation strategies.

Dispute Resolution Support: Assist the commercial and legal teams in contract closeouts, mediations, or arbitration proceedings regarding schedule impacts.
What Required Skills You ll Bring

Experience: Minimum of 15 years of progressive experience in project controls, planning, and scheduling, with at least 4 5 years dedicated specifically to forensic planning and delay claims.

Education: Bachelor s degree in Engineering, Construction Management, Quantity Surveying, or a related discipline.
What Desired Skills You ll Bring

Software Proficiency: Advanced, hands-on mastery of Primavera P6 and specialized delay analysis software (e.g., Acumen Fuse).

Certifications: Professional certifications in claims or planning (e.g., PSP, CFCC, EVP, or RICS membership) are highly advantageous.
