Project Background:

The Public Financial Management and Administration Activity (PFMA) aims to work in partnership with USAID/Jordan and the Government of Jordan (GOJ) to improve Jordan’s revenue system and enhance their budget management process. PFMA will build the capacity of the Jordanian Ministry of Finance and other government institutions to modernize the revenue collection system, encourage compliance—including making it easier for taxpayers to comply with tax obligations—upgrade public procurement management, and improve budget planning, preparation, and execution. Key objectives include: 1) improving the revenue raising system; 2) streamlining the budget management process; 3) optimizing public expenditure management; and 4) implementing crosscutting Public Financial Management reforms such as interventions to address COVID-19. Through a combination of technical assistance, capacity building, and facilitation, tangible and measurable results are expected during the anticipated five-year duration of the activity.

Position Description:

The Administrative Officer is a key member of the Operations team. He/She will play a pivotal role in coordinating the daily operations of the project, including administration, office management, Logistics, and  Events. The individual ensures accurate and complete record-keeping and filing systems based on the project’s Field Operations Manual (FOM), USAID regulations, and contract requirements and limitations. He/She will support travel and logistics for events and staff members, working with the Events and Logistics Manager, HR and Office Manager. The individual will also support the project’s implementation in consultation with the Director of Finance and Operations and the Chief of Party.

Key Duties and Responsibilities:

  • Facilitate daily administrative and clerical tasks to ensure smooth project operations.
  • Organize and confirm appointments for counterparts, suppliers, employees, or supervisors.
  • Handle production and distribution of documents, including meeting notes, reports, and emails, and maintain files like presentations and databases.
  • Make copies, printing, scanning of documents as required.
  • Support HR with travel and accommodation arrangements for staff and international visitors.
  • Assist technical teams with presentations, events, data entry, and other support tasks as required.
  • Manage logistics for travel and events, including transportation coordination and vehicle management.
  • Ensure proper operational record-keeping and filing systems.
  • When advised, support Events & Logistics Manager with room bookings, refreshments, distributing materials, and meeting minutes.
  • Assist the Director of Finance and Operations (DFO) on special assignments.
  • Manage training programs and ensure timely availability of stationery and media supplies for the technical team in the meeting room and/or events locations.
  • Coordinate office supplies and equipment checkouts.
  • Undertake any other assigned tasks consistent with the role as directed by the management.

 Qualifications:

  • Holds a Bachelor's degree in business administration or a field related to it.
  • Has at least three years of administrative experience, showing growth in responsibility.
  • Preferred experience includes working with international NGOs, donors, or USAID-funded projects.
  • Proven ability to adapt and deliver in fast-paced and evolving settings, contributing to development goals.
  • Strong communication skills, both verbal and written, with an ability for organization.
  • Skilled in managing multiple tasks, focusing on details, and adhering to deadlines.
  • Exhibits diplomatic, tactful, and negotiation abilities. Known for being a cooperative team member with a can-do attitude. Adapts well under stress and to new situations.
  • Gets along with everyone.  Easy-going and uncomplicated.
  • Proficient in the use of Microsoft Office suite.
  • Truly fluent in both Arabic and English languages.
