The Program / Department
The Mercy Corps Finance Department is responsible for all financial functions in Amman, including accounting, payments and banking, payroll, budgeting, financial reporting, and grant financial management and compliance. The Mercy Corps Finance Department ensures compliance with donor regulations as well as Mercy Corps’ internal policies and procedures. In its role as a support to the Program Department, the Finance Department provides timely reports and assistance to the Country Director and the Program team to ensure that financial resources are used efficiently and effectively.
The Position
Working in the Finance Department under the direction of the Sub-grants Compliance and Capacity Building Coordinator, the Grants Compliance Officer (GC Officer) is responsible for the granting process to ensure compliance with the terms and conditions of the grant manual and Subaward Financial Management Policy (SFMP). The Grants Compliance Officer is also responsible for tracking grants and grantee requirements and for maintaining all grant files.
Essential Responsibilities
Sub-Grant Financial Management:

• Facilitate the partnership/sub-granting processes in accordance with the MC subgrants manual.
• Coordinate meetings and briefing sessions for any requests for application (RFA) that will be advertised.
• Review requests for application (RFA) and work closely with the technical team to finalize application templates and packages before advertisement.
• Maintain and update RFA trackers and other trackers in addition to maintaining an organized database of grant opportunities, applications, deadlines, and outcomes.
• Draft grants selection memo (GSM) and obtain required approvals/signatures.
• Conduct sub-grantee pre-award assessments and recommend modifications to the sub-grant agreement and monitoring plan to lessen financial and compliance risks.

• Coordinate and follow up with both technical and sub-grants teams to finalize budget review and Scope of Work (SOW).
• Draft sub-award agreements according to Mercy Corps and donor’s regulations and policies.
• Submit the agreement draft packages to HQ and follow up till the agreement is finalized.
• Track sub-award time lead tracker (Gantt chart) and create tools for following up on pending tasks with the involved teams.
• Ensure that grant master files are always up-to-date and ready for audit.
• Follow up on the potential subgrantees compliance issues, audits, and document resolutions.
• Maintain and document the grant process in addition to the required documents in accordance with the sub-awards management policy and grants manual.
• Be familiar with the field finance manual, procurement manual, and any additional MC Jordan policies.
• Identify vulnerability and risk within current sub-grants and proactively develop corrective actions.
• Be knowledgeable and abide by Mercy Corps’ financial sub-awards policies and procedures and donor regulations.
• Work closely with the Finance department to facilitate grant projections, disbursement, and reporting.

Administrative
• Follow up with sub-grant implementation and maintain regular communications with partners to ensure compliance with programmatic objectives, financial obligations, and reporting requirements according to the grant agreement.
• Assist in the development of the overall partnership/sub-grant capacity-building strategy.
• Review and contribute to the development of project work plans, budgets, and reports.
• Develop, maintain, and regularly update the sub-grant tracking sheet, and provide analysis to inform program management.
• Take the lead in coordinating and conducting meetings with potential partners/ grantees.
• Update a database of partners including subgrantees and consultants in coordination with Program Managers.
• Coordinate, facilitate, and conduct evaluation meetings with the applications review committee members.
• Document the lessons learned and required adaptation for the next RFA.
• Participate in grant visits and provide guidance on program contractual requirements.
• Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and not jeopardize its humanitarian mission.

Accountability

Reports Directly To: Subgrant Compliance and Capacity Building Coordinator
Works Directly with Project Lead, Coordinators, Manager, COP, DCOP Ops, DCOP program, and Field Finance staff if any.

Accountability to Participants and Stakeholders
Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, and other stakeholders, and to international standards guiding international relief and development work. Minimum Qualification & Transferable Skills
● Bachelor's degree in finance, accounting, or a related business field.
● Four or more years of finance experience, including budgeting and grant management or compliance, and auditing.
● Knowledge of due diligence and grant processes.
● Advanced computer skills in MS Office programs, particularly Excel and Access.
● Strong analytical skills with a solid understanding of financial and compliance and auditing.
● Good understanding of major international donor rules and non-profit accounting.
● Excellent verbal and written English skills.
● Experience in USAID regulation is a plus.
● Ability to work under own initiative or as a part of a team.
Success Factors
The ability to interact effectively with international and national personnel is required. A demonstrated ability to multi-task, meet deadlines and process information in support of changing program activities is necessary. A high professional standard of grants, finance, and procurement ethics as well as the willingness and ability to enforce compliance with Mercy Corps and donor policies and procedures is essential. The ability to effectively track granting phases and compliance as well as to provide support and training for subgrantee personnel is critical. The Grant Compliance Officer must be willing to travel to Mercy Corps field offices, subgrantee offices and project sites.

Living Conditions / Environmental Conditions
The position is based in Amman, Jordan or other Middle East Mercy Corps locations and it requires up to 40% travel to support country programs, which may include travel to insecure locations where freedom of movement is limited and areas where amenities are limited. Housing for this role is in individual housing and staff will have access to good medical services and the living situation is of a high standard.
