Project: Promoting the Voice and leadership of Women (Tawazon).

 

Introduction:

Solidarity Is Global Institute (SIGI) is seeking a consultant for Promoting the Voice and Leadership of Women (Tawazon) Project in Jordan.

Tawazon provides a critical opportunity for a partnership that shares power, authority, commitment, accountability, and resources where Mercy Corps (MC), Arab Renaissance for Democracy and Development (ARDD), Al Jidara, Solidarity is Global Institute (SIGI), and Plan International (Plan) will be working together toward advancing women’s rights and empowerment, through a locally driven approach designed and led by Jordanian female voices and grounded in Human Centered Development (HCD) and behavioral science to encourage sustainable adoption of positive norms.

The purpose of Tawazon Project is to create transformative change to enhance the voice and influence of women by strengthening legislative frameworks, enforcement of those legislations and the enhancement of institutional capacity of stakeholders, increasing the adoption of inclusive social norms, and removing barriers to women’s participation and leadership.

Scope of Work:

The purpose of the assignment is to prepare an advocacy guide including advocacy and resource mobilization guidance for civil society organizations members of SIGI’s networks interested in designing and implementing advocacy campaigns in support of the identified legislative priorities of Jordanian women.

The guide should include a number of best-practices, case studies, key advocacy, and resource mobilization messages, as well as a number of templates for communication. The assignment will also include conducting three roundtable discussions on the initial draft of the Advocacy Guide, as well as conducting two training of trainers (TOT) workshops on the Advocacy Guide, and collaboration with stakeholders to design effective advocacy campaigns.

All responsibilities and activities for this assignment will be managed by SIGI’s Project Manager and guided by Mercy Corps Tawazon’s Institutional and Leadership Development Lead.

This assignment is envisioned to be a short-term and based in Amman, Jordan with frequent travel to the governorates.

Expected level of effort: 40 days

Position Duties and Responsibilities:

Under the guidance of the Tawazon team:

  1. Methodology and Technical Approach:

The methodology should include a detailed work plan with the time-frame and deliverable for each period, which will be developed by the consultant and agreed on with SIGI. The methodology should also specify the tools used and a justification for each one.

The methodology should cover the following items (non-exhaustive list):

  • The tools as well as the advocacy strategies that would be included in the advocacy guide.
  • The advocacy activities included in the advocacy guide.
  • The training tools and materials for conducting the TOTs.
  1. Scope of Work, Deliverables, and Time frame:

Qualifications and Background:

The consultant must have full capacity to carry out advocacy activities, and extensive experience in advocacy on issues pertaining to public awareness, gender, legislations, etc.

Specific requirements for the advocacy consultant are:

  • Master’s degree in sociology, women studies, social studies, law, or other related fields.
  • 5-7 years of experience.
  • Previous experience in designing advocacy campaign including the development of advocacy guides, and producing public awareness/opinion research and reports.
  • Extensive previous experience in conducting trainings especially training of trainers (TOT).
  • Strong knowledge and understanding of the legislative frameworks of Jordan.
  • Experience and knowledge of women’s rights and gender equality programming.
  • Knowledge of women’s empowerment and gender equality priorities in Jordan.
  • Fluency in written and spoken Arabic and English languages.
  • Ability to meet deadlines, work with minimum supervision, and deliver quality products is essential.
  • Must have good command in both English and Arabic.
  • Previous work with NGOs working in a similar area is desirable.
  • Experience using the Microsoft office applications (Word, Excel, and Power Point) and Google applications.

 

Application process and timeline:

The potential contractors are expected to submit the following:

1. Technical Proposal including:

Detailed description of the methodology and technical approach;

a.  A draft work plan outlining the steps to be taken to achieve the deliverables, including phasing of work if appropriate. An approximate timeline should be included that provides a schedule for completion of the work and delivery of items.

b.  Detailed description of the methodologies to be used, indicating your level of experience with each and any areas of anticipated difficulties, if relevant.

c.  Quality assurance mechanism and risk mitigation measures put in place.

 

2. Financial Proposal:

Financial proposal, including a detailed budget describing the daily rate.

3. Samples of previous work on similar projects in the last 5 years

4. Detailed CV that indicates educational background, recent and relevant experience, and specific or technical accomplishments.

5.Contact information of at least two references from previous clients/projects.

Evaluation criteria:

Applicants will be evaluated according to the below elements and weights.  Only applicants that receive a score of 40% and above on elements from one to three will qualify for the assignment.

  1. Proposal and approach 30%
  2. Workplan and distribution of level of effort 20 %
  3. Previous experience 30 %
  4. Financial offer 20%
